The Role of the House Speaker – July 2025

One of the key responsibilities of the Speaker of the House is to decide when the House is in session and what issues it will debate. In July 2025, Speaker Mike Johnson exercised this authority in an unusual way by adjourning Congress a day earlier than scheduled.

At first glance, the decision may seem minor. However, Johnson’s move was a calculated effort to prevent a vote on the possible release of documents related to the deceased sex offender Jeffrey Epstein. Johnson accused the Democrats of engaging in “political games” by pushing for the release. But given that Republicans currently hold the majority in the House, his actions suggest a deeper concern—that a significant number of Republicans might also support the release of the files.

By ending the session early and sending lawmakers home for the summer, Johnson appears to be buying time to persuade his party not to pursue the matter when Congress returns in September.

His move was highly unusual. Typically, the Speaker’s role is focused on setting the legislative agenda—deciding which bills go to committee, scheduling debates, and guiding legislation to a vote. The Speaker also serves as a de facto party leader, working to keep members unified behind key policies.

In this case, Johnson’s early adjournment was a strategic attempt to preserve party unity. He is likely hoping that the summer recess will cool interest among Republicans in pursuing the Epstein files when Congress reconvenes.
